Children, all children are neutrals, and should be protected by foes, enemies, politicians, and ordinary people like you and me. This could have been a tit-for-tat killing. So tit-for-tat killings need to be outlawed. The New York Mafia had an unwritten rule that wives and children were never made to be made targets for revenge killings, maybe Governments and Lawmakers should remember this. And if a war is being planned neutral zones will need to be made and observed were children, mothers and old people can take refuge even if it is in a enemy area.
