Roper v. Simmons, 543 U.S. 551 (2005), was a decision in which the Supreme Court of the United States held that it is unconstitutional to impose capital punishment for crimes committed while under the age of 18.

So, the 2º Map what means” Does not or did not execute Juvenile offenders 1990-2002???
PORTUGAL DON’T EXECUTE ANYBODY SINCE 1852. ( Had an militar exception in 1911 for crimes of war, one man was executed for ours enourmous shame )
There’s no contradiction: if Portugal doesn’t apply the death penalty, a fortiori it doesn’t execute juvenile offenders. The map is about executing or not executing juvenile offenders. Obviously, states that don’t apply the death penalty in general will also not execute juvenile offenders.
